Both moves shouldn’t be surprising. With Reuben Foster off suspension and Malcolm Smith (hopefully) getting ready to play, the 49ers didn’t need a linebacker. Unfortunately, the secondary is banged up with safety Jaquiski Tartt listed as questionable due to a shoulder injury. They need secondary help now. Powell saw some action in late 2017 getting promoted in the later-half of December. He recorded three tackles. He was released in 2018 during roster cuts and sent back to the practice squad. While there has been no final decision on Tartt’s status for Sunday’s game against the Kansas City Chiefs, this was likely a move to pre-empt him being unable to play. We probably won’t know how the depth chart shakes out until the final report comes Sunday morning.
